Here's my grid paper draft of my fictitious city of Lakefront, Louisiana - a city based on both New Orleans and Slidell. Just like the requests I often have to fill, trying to make a small video-game sandbox city with as many features as possible is a major pain in the ass. (If any of you can tell me about a 3D program that lets you design cities, that would be awesome.)

A) Industrial (West): Steel factories; Jessie St. w/ railroad (75% south)
B) River (West):
C) Suburbs (West): Esplanade Mall/Cinema (at west side); Architecture from Metairie Lawn Dr and Fagot Ave.; Railroad at northwestern point (from over the river)
D) Downtown: Ritz Carlton Hotel; Hybrid of University of New Orleans and Loyola (separate buildings for different majors) (located at the edge of the river); open space from Lake Forest Blvd/Elm Ln.
E) Apartments (West): Steamboat House; Apartments from Lake Willow Dr. and Cedar Ln.
F) Dome: Poydras St.
G) City Park: Lake; Port of New Orleans andConvention Center under Greater New Orleans Bridge (south of main bridge)
H) Projects: Marais St (Upper 9th) with Dollar General and Houses; bridge on North Claiborne Ave.
I) Little France: Bourbon St.; bridge on Almonaster Ave (complete with railing and trenches)
J) Airport: US Army Reserve (west end); Lakefront Airport (from central to east)
K) Bayou: Wildlife refuge
L) Genesis Garden: Marina
M) Apartments: Villa Du Lac
N) Church/Cemetery: Fields Cemetery mixed with Greenwood Cemetery (and the park on 2nd St) and Harrison Cemetery (perfectly square with surrounding trees); water trench going beneath driveway entrance.
O) Suburbs: Houses with rain trenches at driveways; small pond at south edge (Cleveland St.).
P) Shopping Center: Grocery store; video store; fast food.
Q) Commercial Area: Breezeway building on 2nd St and Bouscaren
R) Schools: Elem. school; middle school; high school.
S) Theater: Woods surrounding the area (even with a ditch surrounding it).
T) Mall: Fenced houses across the road (Magnolia St); trailer park (Dream Courts Mobile Homes).
